What is the Immigration strategy for Quebec in 2023?

 


Quebec has more immigration authority because of its unique francophone status. The Canadian Constitution ensures that immigration comes under both federal and provincial jurisdiction both. In 1968,   Quebec province launched its own immigration channel.

Quebec has set its own immigration targets, and it has its own immigration criteria and procedures. The federal government selects applicants through economic pathways and ranking systems. The final decision of application rests with the federal government regardless of the immigration pathway.

The selected applicants will receive a Certificat de selection du Quebec (CSQ), which is issued by the Quebec Ministry of Immigration, and the candidate can apply to the Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

Immigration targets

The Ministry of Immigration, Francisation, and Integration announced the Quebec Immigration Plan 2023. The plan expects to admit between 49,500 and 52,500 people to the province in 2023. The largest portion of the newcomers are economically making up for

65% of newcomers. In the economic category, Quebec  Province intends to welcome up to 29,500 skilled workers and around 4,300 business immigrants,  and this will include the categories of self-employed, investors, and entrepreneurs.

Quebec aims to welcome between 10,200 and 10,600 newcomers through the use of different portals, such as family reunification. There will be between 6,900 and 7,500 refugees and people in similar situations in 2023.

How are Francophone immigrants integrated into Quebec?

One of the main ways for the Francophone community to work is the Coalition Avenir Quebec (CAQ), which is designed to protect the French language in Quebec. The province aims to protect the immigrants coming to Quebec under economic programs. By 2026, there is a call to make the entire Quebec economic immigration to be francophone.

What are the ways to Immigrate to Quebec?

The applicant can immigrate to Quebec through askilled worker pathway, family Sponsorship and Business work. There is a lot of emphases paid to knowledge of the French language and meeting all the other eligibility requirements.

The Quebec Immigration programs are - Quebec Skilled Worker Program (QSWP) and another the Quebec Experience Program (PEQ).

The Quebec Skilled  Workers program allows skilled workers to become Permanent residents and work in Canada. The PEQ  helps skilled workers with eligible work experience in the province. The  Skilled worker's applications are managed through Arrima by the Quebec Government. It was created in 2018 and designed to meet all the labor market requirements.
